With reference to paragraph 2 of your
Despatch No. 48 of the 13th. ultimo, I have the honour to
transmit for your consideration the enclosed copy of a minute
relative thereto by the Attorney-General. In view of his re-
marks, I have the honour to suggest that the introduction of
the proposed amendment may be suspended until after the expira-
tion of a year, when a report on the working of the Ordinance
will be transmitted to you in accordance with the instructions
contained in paragraph 3 of your Despatch under reference. In
the meantime enquiry will be made from the Goverment of
Singapore as to the working of the analogous Ordinance in the
Straits Settlements, especially as regards the point to which
you have draw attention.
